Rivers State Governor, Sir Siminalayi Fubara, has signed the state’s 2026 appropriation bill into law, expressing optimism that the financial plan will open a fresh chapter of development and cooperation across the state.
Fubara assented to the legislation on Thursday at the State Executive Council Chambers, Government House, Port Harcourt, after a delay in the Rivers State House of Assembly’s consideration and approval of the proposal.
The governor described the signing as a significant milestone for Rivers State, saying the approved spending framework would provide renewed impetus for infrastructure, economic advancement and improved welfare.
He said the development would strengthen collaboration between the executive and legislative arms of government, while reaffirming his administration’s determination to pursue programmes that deliver meaningful benefits to residents.
According to Fubara, the occasion represented “a breath of fresh air” and the beginning of a healthier working relationship between both institutions.
The governor also acknowledged former Rivers State Governor and current Minister of the Federal Capital Territory, Nyesom Wike, for his role in facilitating discussions that contributed to the progress recorded between the two sides.
Fubara thanked stakeholders who contributed to the approval of the appropriation, stressing the importance of cooperation. Adding that collaboration with parties would be crucial to sustaining the state’s development.
Presenting the appropriation bill for assent, the Majority Leader of the Rivers State House of Assembly, Major Jack, described the financial plan as ambitious.
He said lawmakers subjected the estimates to detailed examination, noting that their scrutiny was guided by the desire to ensure that public funds were directed toward initiatives capable of generating growth and improving living conditions.
Jack maintained that the Assembly approached its responsibility with the best interests of Rivers residents in mind.
Meanwhile, Assembly Speaker Martin Amaewhule said lawmakers reviewed and adjusted the governor’s proposal before approving it.
One notable amendment involved funding earmarked for PAMO University of Medical Sciences. Amaewhule disclosed that lawmakers reduced the proposed ₦6 billion allocation to the private institution.
The university has been involved in scholarship programmes benefiting Rivers indigenes since the previous administration.
Despite the modification, the passage and subsequent signing bring the 2026 fiscal framework into effect, allowing the government to proceed with its planned expenditures and programmes.
The development is expected to provide clearer direction for governance while creating room for renewed engagement between lawmakers and the executive.
For Fubara, the moment goes beyond approving figures: it signals an opportunity to consolidate unity, strengthen institutional relations and accelerate development across Rivers State.
