The Conference and Retreat for Senior Police Officers, CARSPO 2026, held in Owerri, Imo State, from September 21 to 23, 2026, provided the Nigeria Police Force with a platform to strengthen its approach to electoral security and accelerate its digital transformation ahead of the 2027 general elections.

Held under the leadership of the Inspector-General of Police, IGP Tunji Disu, the retreat was themed “Developing a Nigeria Police Roadmap for Effective Management of Security During Elections.”

According to the Force Public Relations Officer, CSP Ani Iniedu, the conference focused on moving the Nigeria Police Force from manual and reactive policing towards intelligence-led and technology-driven operations.

A major component of the roadmap is the development of a more comprehensive approach to electoral security. The framework covers the entire electoral cycle and includes the use of historical data and current intelligence to identify potential electoral flashpoints and anticipate security threats.

The NPF also announced plans for a dedicated election security task force with defined responsibilities, timelines and monitoring mechanisms. The framework places emphasis on protecting voters, electoral officers and election materials, particularly women, older persons and persons with disabilities.

Technology also featured prominently at the conference.

Under IGP Tunji Disu, the Force is working towards integrating artificial intelligence into crime analysis, threat detection and operational decision-making. Plans also include digital systems for recording police statements, commonly referred to as paperless policing, as well as a centralised and secure database for election-security information.

The Force is also expanding its technological capabilities through facial recognition, CCTV analysis and the development of an AI-powered public-facing platform.

These measures are intended to improve the ability of police officers to monitor cases from complaint to resolution, reduce dependence on manual processes and support faster responses during election-related incidents.

The conference also addressed the importance of professionalism and political neutrality among police personnel. Senior officers were charged to remain “Neutral, Prepared, Present, Accountable” throughout the electoral cycle.

The NPF said officers found guilty of partisan conduct during elections would be held accountable and sanctioned. The retreat also emphasised training in human rights, conflict prevention and political neutrality.

Inter-agency coordination was another key area discussed at CARSPO 2026. The conference resolved to strengthen the Interagency Consultative Committee on Election Security through joint threat assessments, clearer command responsibilities, common reporting standards and coordinated rapid-response mechanisms.

According to the Force, the measures are designed to reduce communication gaps and improve coordination among security agencies during the election period.

Beyond electoral security, the hosting of CARSPO 2026 in Owerri also generated activity for local businesses, including hotels, restaurants, transportation providers and other service providers.

The conference therefore produced a roadmap covering technology, electoral security, professionalism and inter-agency coordination as the Nigeria Police Force prepares for the 2027 general elections.

The effectiveness of the measures will depend on how the resolutions and proposed digital systems are implemented ahead of the elections.
