Canada to Announce 2027–2029 Immigration Targets in November

Canada is expected to unveil its Immigration Levels Plan for 2027–2029 in early November, setting out the projected number of permanent and temporary residents the country will admit over the next three years.

The upcoming plan is expected to establish a specific permanent resident target for 2029 for the first time, while reviewing the admission figures previously indicated for 2027 and 2028.

Immigration News Canada reported on X that the announcement is being closely watched by prospective immigrants, international students and temporary foreign workers as the Canadian government reassesses the size and structure of its immigration programme.

The timing of the announcement is linked to Canada’s Immigration and Refugee Protection Act, which requires the Minister of Immigration, Refugees and Citizenship to present the annual immigration report and levels plan to both Houses of Parliament by November 1.

However, when Parliament is not sitting on that date, the legislation permits the report to be tabled within the following 30 sitting days.

Since November 1, 2026 falls on a Sunday, Parliament will not be sitting that day. The immigration plan is therefore expected to be presented when lawmakers next resume proceedings, likely within the first few days of November.

Canada’s current 2026–2028 Immigration Levels Plan was announced on November 5, 2025.

The forthcoming plan comes as Ottawa continues efforts to reduce the proportion of temporary residents and manage population growth.

Prime Minister Mark Carney’s recent comments have also drawn attention to the direction Canada could take on immigration.

In an interview with The New York Times reported on September 29, Carney said Canada had brought its immigration system under control and indicated that the country could consider a future “controlled increase” in population.

The federal government has not yet released the admission figures for 2027–2029. As a result, the specific targets and any changes to immigration categories will only become clear when the new plan is formally presented in November.
